The lie of the land in Greater London

Greater London is made up of 32 boroughs plus the City of London. Inner London includes Camden, Hackney, Islington, Lambeth, Southwark, Tower Hamlets and Westminster. Outer London runs from Barnet, Enfield and Harrow in the north to Bromley, Croydon and Sutton in the south, and Havering, Redbridge and Hillingdon at the edges.

The built-up core thins out toward the ring road. The Green Belt wraps the outer boroughs, and parts of Bromley, Havering, Hillingdon, Enfield and Bexley still feel rural, with farms, fields, hedged lanes and villages. That rural fringe is only a short drive from dense housing, so quiet places can be busy at odd hours for no obvious reason.

The M25 circles the capital just outside the boundary in most places, although it cuts through the edge of Havering, Bexley, Hillingdon and Hounslow. People travel in from Kent, Surrey, Essex and Hertfordshire as well as across the city, so journeys are long and mixed. The Thames splits north from south, and crossing points matter more than distance.

Getting about safely

Plan around TfL. Most Underground lines stop around midnight, with earlier last trains toward the outer ends. On Fridays and Saturdays the Night Tube runs on the Central, Jubilee, Northern, Piccadilly and Victoria lines, plus part of the Overground. National Rail last trains from the central termini mostly leave between 23:00 and 00:30. Night buses with N numbers fill gaps across the boroughs, and many run all night. Check the TfL app before you set out.

By road, the M25 is the outer ring. The North Circular (A406) and South Circular (A205) form inner rings, and the A40, A13, A12, A2, A3 and A23 radiate out. Congestion is common, and the ULEZ now covers every borough, so check your vehicle before you drive. Night parking rules vary by borough, and some outer high streets have limited late buses. A taxi or a booked car is safer than waiting at an empty stop.

At the rural edge, lanes can be narrow, unlit and bordered by ditches, with no pavement and no buses. Signal is good in most of the city and weak in a few outer valleys. Take extra care on unlit roads at the Green Belt edge, share your live location with someone you trust and keep your phone charged.

Dusk ends is when civil twilight finishes, usually 30 to 50 minutes after sunset in southern England and longer further north. After that you need lights. Times shift by a few minutes across the area.

The law and your safety

England and Wales: sex outdoors is not automatically an offence. It can become one if members of the public are likely to see it. Charities such as the Terrence Higgins Trust give the same advice. Read their public sex environments guide.

Wherever you are, the basics don't change. Get a clear yes from everyone. Tell someone where you're going. Stay sober. Keep out of sight of anyone who hasn't agreed to see you. Use condoms, and use a new one with each partner.

Questions about Greater London

Is dogging legal in Greater London?

Having sex outdoors is not automatically a crime in England and Wales. It becomes an offence when members of the public can see it, for example outraging public decency or indecent exposure. Sex in a public toilet is an offence. This is general information, not legal advice.

Do you list dogging spots in Greater London?

No. This guide covers the area, not private places. We don't name car parks, lay-bys or woods, because other people use them too and visitors can end up in trouble.

Does this guide cover all 32 London boroughs?

Yes, along with the City of London. It describes the region as a whole, and its transport advice applies to every borough.

How do I get home late at night in London?

Check TfL Journey Planner before you leave. The Night Tube runs only on Fridays and Saturdays on certain lines, and night buses cover the rest. Outer boroughs have fewer services, so a pre-booked taxi is often the safer plan.
